The water is likely splash from the front tires. That means the inner fender liner needs to come out. Look for the seam where the floor and firewall come together.

But all I paid was 6 total and Ford dealership just recoded and installed software that was reset when the SJB(GEM Module) got wet. Pulling one fuse, marked smart junction box feed #6, caused the draw to fall to 1.5 amps. I reinstalled it and the draw stayed at 1.5 amps I switched it with another fuse and the draw stayed at the rest of the day. The SJB malfunctioning is a common problem in the 2005-14 Mustangs due mostly to water intrusion thru the firewall which then pours onto the SJB.
